Puli: a dog I like very much :D
They really are supposed to look like that.
The Puli is a herding dog from Hungary, the same country responsible for the Komondor (a bigger version with even longer dreadlocks).
The unusual "bounce-bounce" gait of a Puli with a full coat is actually an illusion... because we cannot see the dog's feet, and the coat is heavy enough to hide the leg-action beneath it, a galloping Puli looks like it's bouncing along over the ground.
...which is kinda creepy.

Engrish I speak ability
That is, English words or phrases that have been mangled through translation, usually encountered in Asian countries. Engrish.com is always good for a laugh.
